Analysis

Vladimir Putin appears to be confident he can “beat” Joe Biden in any nuclear showdown. His belief and perception are not going to change.

What can the U.S. do?

One suggestion is that Biden publicly form a small nuclear decision group, so that Putin will not know who he is really up against in any nuclear showdown.

This idea needs to be developed, and implemented.
