Olaf Scholz’s recent visit to Brasília provided a jolting reminder of the failure of U.S. and allied diplomacy to persuade the countries of the “Global South” to condemn Russian aggression in Ukraine, to contribute military aid to that country’s defense, and to join the international regime of sanctions against Russia.
